Conditional business lines are business lines in which the conduct of business investment activities in such business lines shall have to satisfy necessary conditions for reasons of national defense, security, order and safety of society, social ethics, the health of the community. Business investment conditions are prescribed in the laws and resolutions of the National Assembly, ordinances and resolutions of the National Assembly Standing Committee, decrees of the Government, and international treaties to which the Socialist Republic of Vietnam is a member. Ministries, ministerial-level agencies, People’s Councils, People’s Committees at all levels, other authorities, organizations, and individuals are not allowed to issue regulations on business investment conditions.

Business investment conditions are applied in the following forms:

a) Licenses, Certificates, Attestations, Consent (hereinafter collectively referred to as “License”).

b) Other requirements that individuals, enterprises/companies must meet to carry out business investment activities without having to be certified in writing by a competent authority.
